16 Nations, 2 Groups, the 1st Nations from each Group will qualify for the Semifinals, the 2nd and 3rd Nations from each Group will qualify for the Quarterfinals, the 7th Nations from each Group will qualify for the 13th Place Upper Semifinal, the 8th Nations from each Group will qualify for the 13th Place Lower Semifinal (Tie-Breakers will be played if necessary to decide the last Qualifying Position)
